Benefits Review of the Victorian Government Online Program

This was a project to report on the benefits of the Government Online initiative and future funding issues. It commenced November 2000 and concluded in June 2001.

From the Government's perspective, this was a very comprehensive analysis of some 460 online projects across government, as well as in depth analyses of 26 individual case studies. Detailed reports from the intermediate benefits review of government online are now available.


The Government Online Program:

  • has established the Victorian Government as a world leader in e-Government; and
  • now represents a valid service delivery alternative to traditional service provision channels.

Key beneficiaries of Victorian Government services online are:

  • busy Victorians (time)
  • regional citizens (access)
  • Victorian citizens who find it difficult to communicate over the phone or attend in person (access)
  • Victorian Government agencies (efficiency).

A survey of citizens and businesses also showed strong support for the Victorian Government Online Program. Overall the results indicate that the benefits associated with Government Online initiatives are significant and recognised by users, particularly in terms of convenience and access to services and information and price or cost savings every time they access the information or services online (24% indicated saving of $0-$10, 11% saving $10-$24, 5% saving $25 or more).
