Government Online Background

Government Online Background

The Victorian Government's Government Online program was in progress for five years. It operated within the following 10 building blocks.

One: Commitment of Government
Strong commitment to the program from the top levels of government which flows through to the management of the individual agencies.

Two: Clear Unambiguous Targets
Targets set for agencies to meet are clear and unambiguous.

Three: Central Coordination
Strong and practical support for agencies to ensure they have the knowledge and tools to be able to meet their targets without 're-inventing the wheel'.

Four: Legislative Impediments
Identify and address any legal impediments to being able to offer the full range of services online.

Five: Internal Communications Strategy
Generation and distribution of materials so that people across government are aware of the benefits which will be delivered by the program and how they can become involved.

Six: Service Modelling
The use of a structured approach to understanding the needs of the customer and the manner in which services are currently delivered for the purpose of continually improving the way services are delivered.

Seven: Knowledge Management
Identifying the current best thinking and packaging it in a way that it is immediately accessible to agency staff involved in meeting GOL targets.

Eight: Progress Monitoring and Reporting
Clearly identifying the online targets of individual agencies, monitoring their progress in making services available online and reporting progress back to the government.

Nine: Customer Entry Points
Development and maintenance of entry points which allow all citizens easy access to the complete offering of services designed to allow navigation in context to their needs.

Ten: External Communications
Making the public aware of the online service offerings and their potential benefits to them.

The Government Online team

The team to drive the implementation of the GO program across government was initially established as part of the Department of Premier and Cabinet. This team then became part of Multimedia Victoria at its creation 1996.

In addition to its role in implementing GO across government the team is also the central strategy and policy group for IT across government. As part of its mode of operation the team draws heavily on external experts/consultants to supplement knowledge and complete defined packages of work.

The goal of the GO team within MMV has been to create the holistic environment required so that agencies could reasonably be expected to meet their GOL targets. This includes activities in the following four spheres:


  • Cultural
  • Legislative
  • Organisational
  • Technological
